Program Manager

Aptive/Artemis is seeking a Program Manager to provide overall leadership, strategic direction, and operational oversight for large-scale federal transition assistance programs that help military service members transition to civilian life. The role involves managing program operations, staffing, deployment, risk mitigation, quality assurance, and stakeholder coordination across dispersed teams in both CONUS and OCONUS locations. The Program Manager will serve as the primary contact with government leadership to ensure contractual deliverables, schedules, reporting requirements, and performance standards are met according to federal regulations. Key duties include supervising teams handling curriculum development, training operations, onsite support, data analysis, and modernization projects, while maintaining compliance with security, privacy, and quality controls. The position requires oversight of workforce operations for approximately 200,000 transitioning service members annually across more than 300 military installations worldwide. Candidates must have extensive experience managing complex federal programs of national scope, particularly within the Department of Defense, and demonstrate strong leadership, communication, analytical, and organizational abilities. Minimum qualifications include 12 years of relevant experience, a Master’s degree in a related field, and at least five years managing programs at a national level, preferably in a DoD context. A Project Management Professional certification or equivalent industry-recognized credential is required. This is a contingent hire position offered on a remote basis, with occasional travel required for in-person meetings.
